1981 General qualification for university entrance (Matura), Bundesrealgymnasium Bludenz (with honors).
1981 - 1985 University of Innsbruck Law School (diploma programme).
1985 Master of Studies in Law
1985/1986 Postgraduate Doctoral Studies in Law, University of Innsbruck. Thesis: "Parteistellung und Organisation von Umweltanwälten in Österreich." 1986 Conferral of Doctorate in Law.
1986/1987 District Court Bludenz, Regional Court Feldkirch, Vorarlberg.

  • Since October 2009 Member of the Constitutional Court of the Principality of Liechtenstein

IV. Research Groups and Projects:

Participation in numerous working groups and projects regarding the reform of tasks and administrative modernization. Listed below is a selection of the most important projects.

A) State Level
  • 1993 - 2000: Participation in the project "Salary reform". Implementation of the project results as member of the Department for Legislation.
  • 1993 - 1994: Project manager "VORIS" (Legislation Information Service), editing of the state law of Vorarlberg in printed and digital version.
  • 1998/1999: Project "Internal Directives". Editing of the first Austrian digital collection of internal directives.
  • 2000/2001: Project manager "Gesetzesfolgenabschätzung in Vorarlberg". Resolution of a Handbook for Legislative Assessment.
  • Participation in the research group on "Administrative Reform" of the Office of the Land Government of Vorarlberg.
B) Interstate
  • 1993/1994: Participation in numerous research groups on the reform of the federal system.
  • 1998/1999: Director of the interstate negotiations on "Einheitliches Anlagenrecht".
  • 2001/2002: Director of the interstate research group "Implementation of the Environmental Assessment Directive". Preliminary concluding report, October 2002.
C) Federal- / State-Level Working Groups
  • 1997/1998: Participation in the parliamentary research group of the ÖVP, "AVG -Novelle" (General Administrative Procedures / Direction: NR Karlheinz Kopf).
  • 1998/1999: Participation in the parliamentary research group of the ÖVP, "Einheitliches Anlagenrecht".
  • 2000: Participation in the negotiations of the Environmental Commission regarding the amendment of the Environmental Assessment Law (nominated as expert by the ÖVP).
D) Austrian Convention
  • From June 2003 to January 2005: Member of the Austrian Convention.
  • Chairman of the Fifth Commission of the Austrian Convention (Distribution of legislative competencies between federal and state levels.).
E) EU
2000 - 2002: Joint representative of the Austrian states regarding the "Strategic Environmental Assessment Directive".

V. Activities as Director of the Institute for Federalism (Selection):

  • November 2002: Annual Conference of the IACFS (International Association of Centers for Federal Studies) in Innsbruck (in cooperation with the University of Innsbruck and the CIFE in Nice).
  • June 2003: "Federal Solutions for the financing of the health-care system" in Lochau near Bregenz.
  • March 2004: Seminary on "Modern Municipal Cooperation" in Vienna (in cooperation with the Austrian Federation of Municipalities).
  • Various workshops regarding the Austrian Convention in Vienna, Innsbruck and Lochau near Bregenz.
  • Member of the Network for European Researchers on Federalism under the direction of the European Center for Research on Federalism, Tübingen.
  • November 2005: Seminary on “Financial Constitution and Financial Equalisation“
  • June 2006: Seminary “Disaster protection as challenge and responsibility in a Federation“ in Rankweil.

  • Country Coordinator of the project “Intergovernmental Relations“ of the Forum of Federations.

  • 1995 - 2003: Member of the Staff Advisory Council of state employees, temporarily (1999 - 2001) deputy of the chairman of the Staff Advisory Council.

IX. Miscellaneous:

  • 1996 - 2002: Delegate of the Staff Advisory Council as layperson to the Labor - and Social Court Feldkirch.
  • Efficiency Award 1996 of the Association of Industrialists Vorarlberg honoring proposals for the improvement of efficiency in state administration (Digital collection of internal directives, c.f. IV. A).
  • 8 May, 1996: Alfons-Tropper-Preis (along with Edwin Loebenstein) for the evolution of the Austrian constitutional state.
  • 19 May, 1998 - 31 December, 2002: Delegate of the Staff Advisory Council to the Commission for Service Evaluation of State Employees.
