DOCUMENTATION

The Institute's collections of documents dealing with federalism in general as well as the Austrian federal system mainly consist of the following material:
  • Books
  • Statutes, Hansard and Judicature
  • Legal journals
  • Press review
  • Archives

Books: The number of books owned by the Institute amounts to approximately 2000 at the moment. The books mostly deal with issues of the Austrian federal system, foreign federal systems (in particular Switzerland and Germany), federal theory, regionalism, the European integration etc. The computer-based installation of the new OPAC, launched in 1997, has recently been successfully completed and enables users to search for specific bibliographical data very easily. Apart from allowing users to read and copy books in the library, the Institute lends books free of charge (the usage time usually granted is one month).

Statutes, Hansard and Judicature: Bundesgesetzblatt (since 1949), Stenographische Protokolle des Nationalrats (since 1975), Beilagen zu den Stenographischen Protokollen des Nationalrats (since 1975), Stenographische Protokolle des Bundesrats (since 1975), Landesgesetzblätter (Burgenland, since 1945; Kärnten, since 1978; Niederösterreich, loose-leaf edition; Oberösterreich, since 1978; Salzburg, since 1945; Steiermark, since 1946; Tirol, since 1945; Vorarlberg, since 1945; Wien, since 1920), Stenographische Protokolle des Tiroler und des Vorarlberger Landtages (since 1969), loose-leaf editions of the legislation of Tirol, Vorarlberg, Niederösterreich and Kärnten and the Gesetzbuch des Landes Südtirol. The Sammlung der Erkenntnisse und wichtigsten Beschlüsse des Verfassungsgerichtshofes is available for all years between 1946 and 1968 and after 1988. To facilitate your search for legal rules, hansard and judicature we recommend you to use the online legal information service of the Austrian Federal Chancellery (http://www.ris.bka.gv.at).

Legal journals: The Institute's stock of legal journals comprises both Austrian and international reviews: Das öffentliche Haushaltswesen in Österreich (since 1960), Der Staat (since 1976), Die Verwaltung (since 1978), Europäische Rundschau (since 1981), European Review of Public Law (since 1999), Geschichte und Gegenwart (since 1986), Gesellschaft und Politik (since 1973), Journal für Rechtspolitik (since 1993), Juristische Ausbildung und Praxisvorbereitung (since 1999), Juristische Blätter (since 1971), L'Europe en Formation (since 1987), Österreichische Bürgermeister-Zeitung (since 1979), Österreichische Gemeinde-Zeitung (since 1977), Österreichische Juristen-Zeitung (since 1976), Österreichisches Jahrbuch für Politik (since 1970), Österreichische Zeitschrift für Politikwissenschaft (since 1975), Österreichische Zeitschrift für Wirtschaftsrecht (since 1991), Publius - The Journal of Federalism (since 1987), Recht der Umwelt (since 1994), Staatswissenschaften und Staatspraxis (since 1990), Wirtschaftspolitische Blätter (since 1983), Wirtschaftsrechtliche Blätter (since 1987), Wohnbauforschung (since 1998), Zeitschrift für Europarecht (since 1993), Zeitschrift für Neuere Rechtsgeschichte (1981 - 1994), Zeitschrift für Öffentliches Recht (since 1976), Zeitschrift für Politik (since 1976) sowie die Zeitschrift für Verwaltung (since 1976).

Press review: Since 1975 newspaper articles dealing with issues related to federalism have been collected and arranged according to a subject index. At the moment the index consists of 42 subjects all of which are closely connected to the issue of federalism. The Austrian dailies Die Presse, Der Standard, Salzburger Nachrichten, Tiroler Tageszeitung and Vorarlberger Nachrichten, the Swiss daily Neue Zürcher Zeitung and the German weekly Das Parlament are the basis for the Institute's press review.

Archives: The Institute's archives, which are in the process of being restructured and computerized currently, contain important federal documents, e.g. a digest of Austrian and foreign academic papers, information about other institutes dealing with issues of federalism, documents concerning the Council of Europe and European regionalism as well as press releases of the Länder or documents on the reform of the Austrian federal system and on specific matters of Austrian federalism.
